A Pennsylvania man has been charged with assault for tattooing a 12-year old girl’s arm with a bright yellow smiley face.
Randall Charlton III, 33, has been charged with aggravated assault, simple assault, unlawful tattooing, corruption of minors and endangering the welfare of a minor over the incident on Wednesday in Rome Township, Crawford County.
The local Eeerie Times-News reports that the girl stayed the night at Charlton’s house, and he tattooed her with the smiley face with “a derogatory word above it”.
