A motorist who was queueing for traffic lights has been issued a parking ticket in Bradford.
Victor Hankins was in a bus stop waiting for the lights to turn green when his car was filmed by a mobile traffic enforcement vehicle driving past him, as seen in the video above. Hankins was then issued a ticket for “parking” in the bus stop.
Hankins appealed the case and threatened to go to court, describing the ticket as an “absolute joke”, and Bradford Council has admitted the mistake, apologised, and cancelled the penalty notice.
Bradford Council said in a statement:
All images are checked before a Penalty Charge Notice is issued. In this case a mistake was made
When we find out that we have issued a penalty notice in error we cancel it and refund as appropriate
We continue to monitor and review performance regularly to ensure any errors are minimised.

Frankly, I’m amazed they owned up & cancelled it. First piece of sense I’ve seen from a local council in forever.
Yeah, right. They were just counting on the victim shutting up and paying up.
